MONTPELIER, Vt. — Gov. Phil Scott on Friday vetoed the Budget Adjustment Act, citing concerns over extending the state’s hotel voucher program and the uncertainty of federal funding. The program, which was expanded during the COVID-19 pandemic, provides hotel rooms to people experiencing homelessness. Outside the winter months, participating households are generally limited to 80 days. Advocates warn that failing to extend the cold weather exemption period will leave children, elderly individuals, and people with physical and mental illnesses without shelter. Scott, however, said the program is too costly and ineffective.
